A discrete-time simulation framework for policy decisions in LEO satellite networks, built to falsify rather than to flatter.

Ground Control simulates low-Earth-orbit constellations to test policy decisions: routing, delay-tolerant behaviour, gateway placement, inter-satellite links, SLA trade-offs and topology constraints.
The design principle is falsification-driven analysis. The point of a run is to find the case where a policy breaks, not to produce an optimistic headline number.
The public material includes the simulation engine, documented experiment batches, OneWeb TLE-based validation through SGP4, and policy-level analysis notes.
